No. Looking one up is free. Premium matters when your bot sends the emoji.
Why does the custom emoji not show in the chat?

Can a bot use an ID from a pack it does not own?
Yes. The ID points at an emoji that already exists. What matters is whether your bot is allowed to send premium emoji.
Where did these IDs come from?
They were copied from public lists named on the about page. None were made up. A pack can change, so if an ID fails, check it in Telegram.
What is the difference between the directory and the flags page?
